on the morning of february 28, the kickoff meeting for the key special project “7.2 hundred-megawatt level dynamic reconfigurable battery energy storage technology (common key technology)” (2023yfb2407900) of the national key research and development program project “energy storage and smart grid technology”, led by tsinghua university with researcher ci song as the project leader, was successfully held in beijing. the project involves units such as the institute of electrical engineering of the chinese academy of sciences, xi’an jiaotong university, beijing institute of technology, huadian inner mongolia energy co., ltd., state grid jiangsu electric power co., ltd., china mobile communications group design institute co., ltd., yunchu new energy technology co., ltd., beijing soaring electric technology co., ltd., and hefei gotion high-tech power energy co., ltd., forming a joint research team consisting of 10 leading domestic units in the fields of industry, academia, research, and application, as well as information-energy integration.

the meeting was held at the beijing wenjin international hotel, chaired by ci song. li shuiqing, deputy dean of tsinghua university research institute, and kang chongqing, dean of the department of electrical engineering and applied electronics (eea), tsinghua university, delivered speeches. liu jia, deputy director of the industry development promotion center of the ministry of industry and information technology, attended the meeting and delivered a speech. project experts include academician wu hequan of the chinese academy of engineering, academician chen liquan of the chinese academy of engineering (online), professor liang chengduo of zhejiang university, professor gao lailiang of china electric power research institute, professor wang fang of china automotive technology research center (online), professor liu qianwei of state grid corporation, professor dai jianfeng of power planning and design institute, professor yuan xiaoming of huazhong university of science and technology, professor wang xindong of beijing university of science and technology, professor qiu xinping of tsinghua university, professor zhao wei of southern power grid, and professor gao kunlun of state grid smart grid research institute. more than 60 staff members from tsinghua university, xi’an jiaotong university, institute of electrical engineering of the chinese academy of sciences, huadian inner mongolia energy co., ltd., yunchu new energy, and other project participating units attended the meeting.

ci song made a detailed report on the implementation plan of the “hundred-megawatt level dynamic reconfigurable battery energy storage system” project, including the research background and technical challenges of the project, the breakdown of topics and research content, expected results and evaluation indicators, task division and interface relationships of each topic, project progress and “milestone” management implementation plan, project organization management, and risk analysis. each topic group made detailed reports on the implementation plan of the topic and the demonstration project.

the attending leaders and experts fully affirmed the overall goals of the project and the overall implementation technical route and highly recognized the scientific value and milestone transformative significance of dynamic reconfigurable battery energy storage technology. at the same time, the attending experts provided valuable constructive suggestions on the project goals and management mechanisms, suggesting further exploration of the significant value and importance of dynamic reconfigurable battery energy storage technology for battery energy management, quantification of the enhancement effects of dynamic reconfigurable battery energy storage technology on battery system safety and economy, truly playing a demonstrative leading role in the project.

project introduction:

as the core infrastructure for energy flexibility and efficient spatiotemporal translation, battery energy storage plays an irreplaceable role in the current global energy low-carbon transformation revolution, with a huge application scale and continuous rapid development. however, large-scale battery energy storage systems have long faced problems such as massive differentiated battery management, coordinated control, and safe operation, which are essentially due to the shortcomings brought about by the fixed series-parallel battery grouping structure. through information-energy integration technology and innovative module technology, innovating the battery grouping mode and energy control mechanism is an important way to solve the above problems. in view of the pain points such as the efficiency, safety, economy, and compatibility of the battery fixed series-parallel grouping method, the project plans to innovate the energy informatization processing mechanism to eliminate the shortcomings of the battery energy storage system, elucidate the coupling laws of the intrinsic properties and operation characteristics of the dynamic reconfigurable battery energy storage system, propose intrinsic safe energy control methods, overcome a series of key technologies such as efficient system integration, optimized operation, and intelligent operation and maintenance, develop hundred-megawatt-hour dynamic reconfigurable battery energy storage system equipment, construct demonstration projects of hundred-megawatt-hour dynamic reconfigurable battery energy storage systems on the power supply side, grid side, and user side, and complete application verification and comprehensive performance evaluation.
