on the afternoon of april 18, the appraisal meeting of sci-tech achievement--key technologies and engineering applications for efficient modeling and optimizing of dispatching and operating decision-making of large power grids organized by chinese society of electrical engineering (csee) was held in beijing. 11 experts in the appraisal committee including zhou xiaoxin, academician of chinese academy of sciences (cas), liu jizhen and guo jianbo, academicians of chinese academy of engineering (cae), more than 30 project-related personnel such as wang yan, deputy-director of the scientific research institute of tsinghua university (thu), xia qing, kang chongqing, chen qixin, zhang ning and zhong haiwang from the eea, thu, and project-related members from beijing tsintergy technology co., ltd., nanrui technology development co., ltd., and beijing kedong electric power control co., ltd., attended the appraisal meeting.

the appraisal meeting was chaired by li wufeng, director of consulting department of chinese society of electrical engineering (csee), and wang yan, deputy director of scientific research institute of tsinghua university, delivered a welcoming speech. prof. xia qing, prof. kang chongqing and associate prof. zhong haiwang made work report, technical report and economic benefit analysis report respectively. the research work of this project lasted 12 years, facing the key technology in dispatching and operation decision-making of large-scale power grids in china, and closely combining with the major needs of the development of national power industry. a series of original achievements have been made, including: building a new low-nonlinearity power flow model for complex large-scale power grid, and putting forward new methods in large-scale 0-1 hybrid integer optimization based on induction function, new theory of dependent probability sequence operation for analysis of operational decision-making security risk, and new technology of identifying feasible region for electricity trading based on constrained space projection. based on the above theoretical results, software systems such as unit commitment, maintenance plan and safety check have been developed and widely used in engineering. these software systems can meet the stringent requirements of optimal calculation time and accuracy in actual dispatching and operation decision-making business of large power grid, improve the accuracy, timeliness, overall situation, coordination and security of optimal allocation of power resources, and support china's electricity market construction and renewable energy consumption. they have produced remarkable economic and social benefits.

experts of the appraisal committee, on the basis of listening to reports of the project team, initiated inquiries and discussions on specific technical issues. appraiser li mingjie, deputy director of the state power dispatch control center of the state grid corporation of china (sgcc), affirmed the application value of the project research results in the actual large power grid dispatch work, and proposed that the achievement transformation and landing deployment should be accelerated. academician zhou xiaoxin, director of the appraisal committee, highly recognized that the tasks studied by the project team were basic, common and difficult in dealing with non-linear and stochastic problems, and affirmed the innovative significance and application value of the research results.

after discussion, experts of the appraisal committee agreed that the project has achieved significant innovation in the model, method, theory and core technology of dispatching and operation decision-making of large power grids, and has generally reached the international leading level. at present, the project has been applied in 17 provincial power grids and 5 regional power grids in china.
